This is the siege prize. After every siege it goes to the guild holding the castle, for taking it or for defending it: the jewels into the guild jewel bank, the Zen (every registration fee) into the guild treasury, the Epic Coins to the guild master. A bounty stands 48 hours: what it has not paid out by then (Zen, Epic Coins and jewels) goes to this treasury too.
